Alabama

Art. IV, Sec. 70

All bills for raising revenue shall originate in the House of Representatives…

Colorado

Art. IV, Sec. 31

All bills for raising revenue shall originate in the House of Representatives; but the Senate may propose amendments, as in the case of other bills.

Georgia

Art. III, Sec. V, Para. II

All bills for raising revenue, or appropriating money, shall originate in the House of Representatives.

Indiana

Art.4, Sec. 17

…except that bills for raising revenue shall originate in the House of Representatives.

Kentucky

Sec. 47

All bills for raising revenue shall originate in the House of Representatives, but the Senate may propose amendments thereto: provided, no new matter shall be introduced, under color of amendment, which does not relate to raising revenue.

Louisiana

Art. III, Sec. 16 (B)

All bills for raising revenue or appropriating money shall originate in the House of Representatives, but the Senate may propose or concur in amendments, as in other bills.

Maine

Art. IV, Part III, Sec. 9

…but all bills for raising a revenue shall originate in the House of Representatives, but the Senate may propose amendments as in other cases; provided, that they shall not, under color of amendment, introduce any new matter, which does not relate to raising a revenue.

Massachusetts

Part II, Chapter I, Sec. 3, Art. VII

All money bills shall originate in the house of representatives; but the senate may propose or concur with amendments, as on other bills.

Minnesota

Art. IV, Sec. 18

All bills for raising revenue shall originate in the House of Representatives, but the Senate may propose and concur with the amendments as on other bills.

New Hampshire

Second Part, Art. 18

All money bills shall originate in the House of Representatives, but the Senate may propose, or concur with, amendments as on other bills.

New Jersey

Art. IV, Sec. VI, Para. 1

All bills for raising revenue shall originate in the General Assembly; but the Senate may propose or concur with amendments, as on other bills.

Oklahoma

Art. V, Sec. 33

All bills for raising revenue shall originate in the House of Representatives. The Senate may propose amendments to revenue bills….

Oregon

Art. IV, Sec. 18

….except that bills for raising revenue shall originate in the House of Representatives.

Pennsylvania

Art. II, Sec. 10

All bills for raising revenue shall originate in the House of Representatives, but the Senate may propose amendments as in other bills.

South Carolina

Art. III, Sec. 15

Bills [f]or raising revenue shall originate in the House of Representatives, but may be altered, amended or rejected by the Senate…

Texas

Art. 3, Sec. 33

All bills for raising revenue shall originate in the House of Representatives, but the Senate may amend or reject them as other bills.

Vermont

Chapter II, Sec. 6

…Provided, that all revenue bills shall originate in the House of Representatives; but the Senate may propose or concur in amendments, as on other bills.

Wyoming

Art. 3, Sec. 33

All bills for raising revenue shall originate in the House of Representatives; but the Senate may propose amendments, as in case of other bills.
