Fiscal Affairs ProgramGoverning for ResultsWisconsinLinks active October 17, 2000 Overview: Wisconsin implemented performance measurement on a pilot basis in its 1999-2001 biennium budget, through a requirement enacted in 1997 that the Department of Transportation and the Technology for Educational Achievement Board ("the TEACH Board") prepare their 1999-2001 requests using performance-based budgeting practices. The budget instructions to state agencies for development of their 2001-03 budget requests state that each agency is to include performance measures with its biennial budget request. Small agencies (50 or less FTE) must include at least two performance measures for the agency in their budget requests. Large agencies (more than 50 FTE) must submit at least four performance measures. In addition, the budget request must also include actual outcome data for the selected measures for FY 2000. Statutory Requirements: 1997 Wisconsin Act 27 ยง9156(5m) authorizes the pilot project summarized above: Agencies/ProgramsState Budget Office (Department of Administration) Wisconsin Legislative Fiscal Bureau Manual/InstructionsExample of how agencies should provide an agency description, mission statement, program, goals, objectives and activities, performance data and performance measures for the 2001-2003 biennial budget recommendation. The budget instructions include an appendix (Appendix K) which provides detailed instructions and examples for agencies' use in developing the performance measures that are to be submitted as a part of their 2001-03 biennial budget request.
