Laws ยง35-3-24.1 requires that the governor submit performance objectives for each program in the budget for the ensuing fiscal year, estimated performance data for the fiscal year in which the budget is submitted, actual performance data for the preceding two fiscal years, and appropriate standards against which program performance can be measured, beginning in 1997. The measures are included in the governor's budget submission to the legislature. The budget submission includes agency performance goals and reports in its Technical Appendix.
