Overview: The Oregon benchmarks project is a state strategic plan intended, according to the enabling statute, to facilitate economic progress in the state. It is administered by the Oregon Progress Board. Its best-known product is the biennial report Oregon Shines, which compiles benchmarks in various economic, environmental and social areas and measures state progress toward them. The benchmarking project is not linked directly to legislative activity or the state budget.
