Fiscal Affairs ProgramGoverning for ResultsOklahomaLinks active October 10, 2000 Overview: Legislation enacted in 1999 requires state agencies to prepare strategic plans that will cover five years and include agency mission and goals, output and outcome indicators, identification of groups an agency serves, and means and strategies for meeting agency goals. The first strategic plans are due October 1, 2001. The legislation also requires scheduled program evaluation and performance reviews for state agencies under the direction of the Joint Legislative Committee on Budget and Program Oversight. The House of Representatives has undertaken a budget initiative that includes determining the mission and objectives of all agencies, developing measures to evaluate how programs meet objectives, evaluating program success, and determining the extent to which resources now used for less successful programs can be reallocated to more successful programs.
