MISSOURI

Overview: The state has established a strategic planning process and statewide benchmarks and reporting. An on-line report, Show Me Results, tracks state progress toward 23 statewide goals and explains how state government activities have moved the state toward those goals. The governor explicitly linked the state budget to the state strategic planning process in his FY 2001 budget recommendations to the legislature.

Strategic Planning Process: This site provides links to the Missouri strategic planning model and guidelines, to agency strategic plans, and to various resources for agencies to use in strategic planning. The strategic planning model calls for links between strategic plans and agency budgets.

Statewide Benchmarks: Show Me Results is a statewide benchmarking project, explained in its preface as "a management tool for the Governor and his cabinet to help keep government focused on results."

Mission statements and benchmarks:

These sites provide a state mission statement and a list of 23 benchmarks against which state development should be measured over time, grouped as "Prosperous Missourians," "Educated Missourians," "Healthy Missourians," "Safe Missourians," and "Responsible Government." These benchmarks make up Missouri's Show Me Results project. This project is comparable to Minnesota Milestones and Oregon Shines in setting broad aspirations by which to measure the achievements of the state at large, rather than state government per se.
