Fiscal Affairs ProgramGoverning for ResultsMarylandLinks active October 2, 2000 Overview: Maryland's performance budgeting project, "Managing for Results," is in its preliminary stages. Originally the legislature directed the governor to link the budget and agency performance. In June 1997, the governor's budget instructions for composing the FY 1999 budget included information on "Managing for Results." The project has been phased in over three years. For the FY 2000 budget, considered in 1999, the governor instructed agencies to take objectives to the program level. They were to add key goals, key performance indicators and a mission for each program. For the FY 2001 budget, agencies were expected to submit actual data for the performance indicators. Studies: Governor Parris Glendening's initiative, Managing for Results, is described at this site, which provides links to supporting documents: Agencies:Department of Budget and Management site: Manual/Instructions: Managing for Results Guidebook, 1997 Performance Reports:Highlights (results) of the Managing for Results program: The Managing for Results volume of the Governor's budget presentation contains the vision, mission, key goals, key objectives, and key performance indicators for state agencies and programs. Performance indicators include output and outcome measures, input measures, quality measures and efficiency measures, although not every agency includes all of these. The introduction to the report notes that agencies are in the initial implementation stage, and that the Department of Budget and Management published agency information as submitted unless it deviated significantly from budget instructions. The Managing for Results volume is not posted on the state web site, but copies may be requested from the Maryland Department of Budget and Management.
