Fiscal Affairs ProgramGoverning for ResultsMaineLinks active October 2, 2000 Overview: Legislation requires that the state biennial budget for fiscal years 2002 and 2003 be submitted to the legislature as a performance budget. Agencies are required to submit strategic plans and performance measures to the legislature before the beginning of the 2001 legislative session. This follows the performance budget prototype considered by the legislature in its 2001 session. Statutes: http://janus.state.me.us/legis/statutes/5/title5ch151-C.pdf Agencies and Programs:

Statewide Benchmarks:Measures of Growth is a report on Maine's progress toward 50 economic, social, educational, civic and environmental goals. The 2000 version, the sixth in a series, reports data for periods ranging from four to 15 years and shows how well the state is moving towards benchmarks set for the year 2000. The report is produced by the Maine Growth Council, established in law in 1993 to create a vision and benchmarks for long-term state economic development. Although the Growth Council is not formally within the structure of state government, it is funded by the state, its members are appointed by the legislative leadership and the governor, and the council includes three members of the legislative leadership. Earlier reports are also available at this site: http://www.mdf.org/megc.htm
