The Governor's Budget Report includes mission statements, goals, and objectives for each agency as well as a small sampling of each agency's performance measures. The measures reported tend to be customer satisfaction ratings or output measures such as numbers of customers served workload indicators, measures of the percentage of tasks completed without error (or error rates) and caseloads. Manual and Instructions: The Office of the Budget's instructions to state agencies for preparing the FY 2002 governor's budget recommendation includes a section on strategic planning. This describes the concept of an agency mission and strategic plan, including the formulation of goals, objectives, strategies, outcome measures and output measures, and the relationship between agency performance and the budget.
