Overview: The governor requires agencies to submit strategic plans as part of the budget process. Strategic plans are to cover at least four years, are the guide to the department's key business and are a tool to evaluate objectives and performance over time. The strategic plan is to be tied explicitly to capital budget requests and information technology planning

The governor's New Century Colorado plan emphasizes making government more responsive and user-friendly for citizens through state-of-the-art communications, without focusing on performance measurement and reporting.

Manual/Instructions

Budget office instructions for agency budget requests for Fiscal Year 2002 include instructions on strategic planning and examples of objectives and performance measures. The instructions include general discussions of the design of objectives and measures as well as requirements to include them in the budget request.
