Fiscal Affairs ProgramGoverning for ResultsArkansasLinks active April 2003 Overview: Act 221 of 2001 established the Performance Budget and Accountability System to be implemented in phases. During the initial implementation phase of the biennium ending June 30, 2003, forty (40) executive agencies were required to include performance measures in strategic plans to be reviewed by assigned legislative committees. Approved strategic plans may be found on the General Assembly website. All forty (40) executive agencies will begin submitting interim progress reports on approved performance measures in the fiscal year ending June 30, 2003. Ten of these forty executive agencies were selected to submit a performance based budget request for the FY2003-05 biennium. These agencies will receive a lump sum appropriation amount for each of the approved programs in the agency's strategic plan in lieu of the traditional line item appropriation bill format. Performance measures and targets for these agencies will be included in the operating appropriation bill for FY 2003-2005. The State of Arkansas is currently working toward additional information system functionality to support the Performance Budget and Accountability System initiative.
