April 18, 2008

As required by Article IX, Section 901 of the Streamlined Sales and Use Tax Agreement, the Streamlined Sales Tax Governing Board has provided notice of proposed amendments to the Streamlined Sales and Use Tax Agreement.  We anticipate that the member states of the Governing Board of the Streamlined Sales and Use Tax Agreement will meet on June 17-18, 2008 in Chicago, Illinois to consider these amendments to the Agreement.

February 2, 2008

As required by Article IX, Section 901 of the Streamlined Sales and Use Tax Agreement, the Streamlined Sales Tax Governing Board has provided notice of proposed amendments to the Streamlined Sales and Use Tax Agreement.  We anticipate that the member states of the Governing Board of the Streamlined Sales and Use Tax Agreement will meet on April 1-2, 2008 in Reston, Virginia to consider these amendments to the Agreement.

October 11, 2007

As required by Article IX, Section 901 of the Streamlined Sales and Use Tax Agreement, the Streamlined Sales Tax Governing Board has provided notice of proposed amendments to the Streamlined Sales and Use Tax Agreement.  We anticipate that the member states of the Governing Board of the Streamlined Sales and Use Tax Agreement will meet on December 11th and 12th in Dallas, Texas to consider these amendments to the Agreement.

July 20, 2007

As required by Article IX, Section 901 of the Streamlined Sales and Use Tax Agreement, the Streamlined Sales Tax Governing Board has provided notice of proposed amendments to the Streamlined Sales and Use Tax Agreement.  We anticipate that the member states of the Governing Board of the Streamlined Sales and Use Tax Agreement will meet on September 19th and 20th in Kansas City, Kansas to consider these amendments to the Agreement

April 20, 2007

As required by Article IX, Section 901 of the Streamlined Sales and Use Tax Agreement, the Streamlined Sales Tax Governing Board has provided notice of proposed amendments to the Streamlined Sales and Use Tax Agreement.  We anticipate that the member states of the Governing Board of the Streamlined Sales and Use Tax Agreement will meet on June 22-23 in Detroit, Michigan to consider these amendments to the Agreement.

January 12, 2007

As required by Article IX, Section 901 of the Streamlined Sales and Use Tax Agreement, the Streamlined Sales Tax Governing Board has provided notice of proposed amendments to the Streamlined Sales and Use Tax Agreement.  We anticipate that the member states of the Governing Board of the Streamlined Sales and Use Tax Agreement will meet on March 16-17, 2007 in Charlotte, North Carolina to consider these amendments to the Agreement.

October 13, 2006

As required by Article IX, Section 901 of the Streamlined Sales and Use Tax Agreement, the Streamlined Sales Tax Governing Board has provided notice of proposed amendments to the Streamlined Sales and Use Tax Agreement.  We anticipate that the member states of the Governing Board of the Streamlined Sales and Use Tax Agreement will meet on December 13-14, 2006 in Seattle, Washington to consider these amendments to the Agreement.

June 29, 2006

As required by Article IX, Section 901 of the Streamlined Sales and Use Tax Agreement, the Streamlined Sales Tax Governing Board has provided notice of proposed amendments to the Streamlined Sales and Use Tax Agreement.  We anticipate that the member states of the Governing Board of the Streamlined Sales and Use Tax Agreement will meet on August 28-31, 2006 in Bismarck, North Dakota to consider these amendments to the Agreement.

February 17, 2006

As required by Article IX, Section 901 of the Streamlined Sales and Use Tax Agreement, the Streamlined Sales Tax Governing Board provided notice of proposed amendments to the Streamlined Sales and Use Tax Agreement.  We anticipate that the member states of the Governing Board of the Streamlined Sales and Use Tax Agreement will meet on April 18-19, 2006 in Indianapolis, Indiana to consider these amendments to the Agreement.

May 13, 2005

At its meeting in Annapolis on May 13, the Task Force passed a resolution later approved by NCSL's Executive Committee supporting the participation of tribal governments as individual, cooperating, sovereign members of the Streamlined Sales and Use Tax Agreement.

February 16, 2005

As prescribed under Article IX, Section 901 of the Streamlined Sales and Use Tax Agreement, the Co-Chairs of the Streamlined Sales Tax Implementing States sent to all Governors and State Legislative Leaders on February 15 and 16, 2005 a set of proposed amendments to the Agreement. The delegates of the Streamlined Sales Tax Implementing States will meet on April 16, 2005 at the Hyatt Regency Capitol Hill Hotel, Washington, D.C. to consider these amendments to the Agreement.

The Streamlined Sales Tax Implementing States met November 16th in Chicago and the Task Force on State and Local Taxation of Telecommunications and Electronic Commerce met November 19-20 in Dana Point, CA.

The Task Force recently held a two-day meeting (July 18-19) prior to NCSL's 2004 Annual Meeting in Salt Lake City. The meeting included a keynote address by Congressman Chris Cannon (R-UT), chairman of the House Judiciary Subcommittee on Commercial and Administrative Law which has jurisdiction over the federal Streamlined Sales and Use Tax Act. Task Force members also adopted changes to the Telecommunications Tax Reform policy and the resolution urging adoption of the Streamlined Sales and Use Tax Act at the meeting.

Online sales topped $104 billion in 2003, a nearly 40 percent jump over the previous year, and yet state and local governments lost an estimated $15.5 billion in revenue because states cannot effectively collect sales and use taxes on e-commerce purchases, according to a report commissioned by the National Governors Association (NGA) and National Conference of State Legislatures (NCSL) and updated figures from the University of Tennessee’s Center for Business and Economic Research. June 28, 2004
Michigan recently became the 21st state to enact legislation to comply with the Streamlined Sales and Use Tax Agreement. The legislation, HB 5502, HB 5503, HB 5504, and HB 5505, was sponsored by the Republican and Democratic fiscal leadership of the House. HB 5502, 5503, and 5505 go into effect in September. HB 5504 goes into effect in July.
