*Notes: Alabama--Amendment 339 of the constitution provides for annual sessions of the Legislature. Statute provides that the governor submit a proposed budget at each regular session of the Legislature. Thus, Alabama operates on an annual budget. Arizona--Beginning in FY 2000, the state will move to the biennial enactment of two annual budgets. Currently, the state uses an annual budget for the major budget units and a true biennial budget for the remainder. Kansas--The Legislature enacts an annual budget; however, 20 small fee boards (regulatory agencies) are budgeted biennially through two annual budgets. Missouri--The operating budget is annual, and the capital budget is biennial. Virginia--The budget is adopted for a biennium, but is routinely amended during the session when the budget is being executed. For example, the biennial budget enacted in the 1998 session for 1998-2000 will be amended during the 1999 session, and might be amended again during the 2000 session to affect the remaining few months of the biennium.
