2007 Steven D. Gold Award Recipient: Bob Lang

The National Conference of State Legislatures, in conjunction with the National Tax Association and the Association for Public Policy Analysis and Management, is pleased to announce that the 2007 recipient of the Steven D. Gold Award is Robert W. Lang, director of the Wisconsin Legislative Fiscal Bureau. 

Bob LangBob Lang joined the staff of the Fiscal Bureau in 1971 as a fiscal analyst working in the areas of finance and taxation.  In July 1977 he became director of the Bureau.  With a tenure of more than 30 years, Bob is the longest serving legislative fiscal director in the country. 

The nonpartisan Legislative Fiscal Bureau provides professional expertise to the Wisconsin State Legislature, legislative leaders, the Joint Committee on Finance and individual legislators.  It is a full-service fiscal shop whose duties range from providing in-depth review and analyses of the state's biennial budget to forecasting revenues.  During his tenure Bob has developed the Legislative Fiscal Bureau and its 34-member staff into one of the premier legislative fiscal offices in the nation.  In 2001, under Bob's leadership, the Fiscal Bureau was awarded a Legislative Staff Achievement Award by the National Association of Legislative Fiscal Offices.  This peer recognition demonstrates the national reputation of excellence attained by the Bureau. 

Bob's commitment to public service extends beyond his work for the Wisconsin Legislature.  He has taught several graduate seminars in education finance at the University of Wisconsin-Madison.  Since 1974 he has served on the board of directors for Big Brothers and Sisters of Dane County, Wisconsin.  He is the recipient of many awards including the John Fritschler, Jr. Memorial Award for service to youth, the Humanitarian Service Award given by the Rotary Club Of Madison, and the Community Volunteer Award presented by United Way of Dane County.

Bob has an M.A. in Political Science and Education from the University of Wisconsin-Madison and a B.A. in History from Beloit College in Beloit, Wisconsin.  Early in his career he taught high school economics, government and world history.  He also served as a staff sergeant in the U.S. Army, including one year in Vietnam.

Through his many years of professional and public service, Bob has earned the respect and admiration of his staff, members of the legislature, the community in which he lives and his colleagues from around the country.  He is a most deserving recipient of the prestigious Steven D. Gold Award.
