State Budget Actions

All states but one require balanced budgets, so legislators must carefully plan their expenditures. The results of their efforts are documented each year in State Budget Actions. As part of their overall approach to budget balancing, a number of states use budget stabilization or rainy day funds.

Preliminary Reports

Preliminary State Budget and Tax Actions reports are released at NCSL Annual Meetings. They represent an initial analysis of fiscal actions in the states for the fiscal year immediately prior, and eventually are developed, with more complete information and analysis, into the two books, State Budget Actions and State Tax Actions. The 2007 preliminary report, released at NCSL's Annual Meeting, in Boston, Massachusetts, in August 2007, is freely available to constituents; to credentialed reporters with e-mail to press-room@ncsl.org; and to the general public for $30 at NCSL's online bookstore.

State Budget Actions

State Budget Actions is an annual report providing general fund budget information for the 50 states. It summarizes state finances in the previous fiscal year and provides the outlook for the next. Based on a yearly survey of legislative fiscal offices, the report provides an overview of state fiscal conditions and serves as an indicator of state fiscal trends.

  • State Budget Actions FY 2006 and FY 2007 Executive Summary; the entire document is available to our constituents in portable document format. It is available to the general public from NCSL's book order department (303-856-1621) for $35.00.
  • The annual versions of State Budget Actions exist as snapshots of state conditions in the particular year. Because of different accounting and surveying procedures, year-by-year comparisons are not valid. Past State Budget Actions (to 1993) are therefore not offered online without context.
