Healthy Community Design ProgramNCSL Staff ContactsLarry Morandi is the division director of NCSL's State Policy Research Division. Mr. Morandi primarily works on natural resource issues and has written a number of articles on this issue including "Land Use in the Upper Mississippi River Basin," "Balancing Land Use Management with Protection of Property Rights and the Environment" and "Rural Growth in Western State-Economic Development and Environmental Protection." Before joining NCSL in 1979, Mr. Morandi served as staff in the Colorado and Connecticut Legislatures. He received a master's degree in political science from the State University of New York at Albany. Douglas Shinkle is a policy associate for NCSL's Healthy Community Design project in the Environment, Energy, and Transportation program. He currently works on issues such as Farm-to-School, transit-oriented development, and Safe Routes to School. Mr. Shinkle has authored publications such as "The Legislative Role in Healthy Community Design," and a "Complete Streets" Legisbrief. Mr. Shinkle has worked at the Colorado State Capitol in various capacities. Mr. Shinkle is a native of Colorado and received his degree from Colorado State University with a major in political science and history. Doug Farquhar, J.D. is a program director in NCSL's Environment, Energy, and Transportation area and has worked for NCSL since 1990. Mr. Farquhar directs program development, management and research for projects on Agriculture, Rural Development, Environmental Health and Trade. The projects encompass legal consultation and policy analysis of state and federal statutes, regulations, and programs regarding environmental health, agricultural, trade and related topics for state legislatures and administrative programs. Prior to coming to NCSL, Mr. Farquhar worked for the Colorado Attorney General’s office in the CERCLA Litigation Unit and in the Texas House of Representatives. Mr. Farquhar received his Juris Doctor from the University of Denver and his bachelor’s degree from the University of Texas at Austin. He is currently an adjunct professor at the University of Denver’s Environmental Policy and Management graduate program. Glen Andersen, M.S. is the environmental health science and policy specialist for NCSL's Environmental Health Project, which focuses on issues such as asthma, health and city design, air quality and bioterrorism preparedness. Mr. Andersen has authored a number of articles and papers on health and sprawl, genetics, science and public policy, asthma and other environmental health topics. Mr. Andersen received a Master's of Science degree in Environmental Health from the University of Michigan's School of Public Health. Melissa Savage, M.P.A. is a Program Principal for NCSL's Transportation Program and covers traffic safety and transportation issues. She has authored informational publications regarding transportation issues including motor vehicle occupant protection, school bus safety, pedestrian and bicycle safety, photo radar and highway design. Prior to her position at NCSL, Ms. Savage worked in the Office of Legislative Legal Services at the Colorado State General Assembly. She received her master's degree in public administration from the University of Colorado at Denver. |
