State Permits and Fees (annual) for the Transportation of Radioactive Materials:

Spent Fuel (SF), High-Level Radioactive Waste (HLW), Transuranic Waste (TW) and Highway Route-Controlled Quantities of Radioactive Materials (HRCQ).  Low-level radioactive waste chart provided below.

Highway Patrol License required for all motor carriers of placarded hazmat in excess of 500 pounds; $100 fee, $75 for renewal.

Colorado

Colorado Department of Regulatory Agencies, Public Utilities Commission

Permit required for nuclear materials--$500 fee, plus $200 per shipment.

Colorado

Colorado Department of Regulatory Agencies, Public Utilities Commission

Permit required for all hazmat.  Annual fee based on number of vehicles, ranging from $10 to $400; single trip $25.

Connecticut

Commissioner of Transportation

For radioactive materials and waste--$25.

Georgia

Commissioner of Public Safety

Permit required for all radioactive materials shipments—$100 annual or $25 per trip.
(Ga. Code Ann. § 46-11-1 to 46-11-4)

Idaho

Idaho Department of Transportation

“Vehicle registration endorsement” required for all shipments of hazmat.  Fee-- $3 if purchased at registration or renewal, $5 all other times, plus $5 for vehicle registration endorsement for each single trip.
(Idaho Code § 49-2203)

Illinois

Illinois Emergency Management Agency

Fee only, paid by the shipper, no permit.  For shipments of SF, HLW, TW, HRCQ-- $2,500 per truck shipment, $4,500 per cask for rail shipments, $3,000 for each additional rail cask.  Truck shipments over 250 miles in IL pay $25/mile surcharge for each mile over 250 for each truck in the shipment.

Indiana

Indiana Emergency Management Agency

For HLW shipment--“notice “ required, no permit, $1,000 transportation fee paid by the shipper for each cask of nuclear waste.

Iowa

Iowa Department of Public Health

Fee only, paid by the shipper, no permit. For shipments of SF, HLW, TW, and HRCQ--$1,800 per highway cask - single cask truck shipments subject to $20/mile surcharge for every mile over 250. $1,300 first rail cask, $125 for each additional cask.

Minnesota

Minnesota Department of Transportation

 

 


Commissioner of Public Safety

Registration and permit required for all hazmat—$50 registration fee, apportioned vehicle fee of $30, $15 for intrastate vehicles.  Shipper registration fee of $250.  Program conducted under the auspices of the Alliance for Uniform Hazmat Transportation Procedures.

Mississippi

Mississippi Emergency Management Agency

Nebraska

Department of Health & Human Services Regulation and Licensure

For SF, HLW, TW--Fee only, $2,000 per cask, motor carrier or rail.

Nevada

Nevada Highway Patrol

Registration and permit required for highway transportation all hazmat, $125 registration fee. $500 permit fee plus $125 per vehicle.  Additional fee based on actual cost for additional disclosure assessment required of motor carriers of radioactive waste.  Program conducted under the auspices of the Alliance for Uniform Hazmat Transportation Procedures.

New Hampshire

New Hampshire Department of Safety

Permit required for HLW, all modes.  For single trip permit--shipment owner pays fee of $2,500 for administrative costs, plus $2,000 for training costs, plus the state police detail rate per hour per officer to inspect and escort the shipment.  For annual permit, same fees apply except the administrative fee is only charged once.

New Jersey

Department of Environmental Protection

"Certificate of handling" required for radioactive materials transport. Fee not specified. Up to $250 fine for first offense, up to $500 for subsequent offenses.

Ohio

Public Utilities Commission of Ohio

Registration and permit required for highway transportation of all hazmat, $50 registration fee; $20 apportioned per vehicle fee.  Program conducted under the auspices of the Alliance for Uniform Hazmat Transportation Procedures.

Oklahoma

Oklahoma Corporation Commission

Statutory authority to administer a registration and permit program for all hazmat transportation by motor carrier, administrative rules are under development.  Program conducted under the auspices of the Alliance for Uniform Hazmat Transportation Procedures.

Oregon

Oregon Department of Energy

Permit required for radioactive materials shipments by motor carrier, the carrier fee is $70 per placarded shipment.  $100 fee for temporary permit issued after reinstatement of revoked or suspended permit.

Pennsylvania

For SF, HLW, TW,  and large quantity rad material

3 fees paid by shipper:

  • To Dept. of Environmental Protection: $500 per vehicle, $1,000 per rail or barge shipment
  • To Pennsylvania Emergency Mgmt. Agency: $2,500 per vehicle, $4,500 per rail or barge shipment
  • To Pennsylvania State Police: Actual cost for escort service, as determined by police

South Carolina

South Carolina Department of Health and Environmental Control

For radioactive waste, three fee levels:  $1,500 if over 75 cu. ft. annually for in-state disposition; $200 if under 75 cu. ft. annually for in-state disposition; $100 annual fee for transportation into or within the state.

Tennessee

Tennessee Department of Safety

For SF, notification required, no separate permit required.

Fee of $1,000 assessed per cask for truck shipments and $2,000 per cask for rail shipments.

Utah

Utah Department of Transportation

"Approval" required for transport of radioactive waste by all modes, $400 per trip.
(Utah Code Ann. § 19-3-315 and 63-38-3.2(2), Regs R912-15-1 to 3)

West Virginia

West Virginia Public Service Commission

Registration and permit required for all hazmat—$50 registration fee, plus $50 apportioned vehicle fee.  Program conducted under the auspices of the Alliance for Uniform Hazmat Transportation Procedures.

Wyoming

Wyoming Department of Transportation

For radioactive materials, permit required, $200 emergency response fee per package.
