NCSL Announces Colorado Brownfields Site Visit

The National Conference of State Legislatures (NCSL) is sponsoring a site visit of the Belmar Urban Center in Lakewood, Colorado, winner of a prestigious "Phoenix Award" in 2004 for excellence in brownfields redevelopment, on September 29, 2005.  Belmar sits on a 103-acre former shopping mall site that had suffered soil and groundwater contamination and a 90 percent vacancy rate.  Its 22 city blocks are being transformed into a mixed-use development comprising residential, retail, office, entertainment, recreational and open space opportunities.

The site visit will include a morning tour of the brownfields project in Lakewood, a city of 146,000 residents bordering Denver to the west.  Legislators will be accompanied by the project's architects, developers and local government officials, before returning to downtown Denver for afternoon meetings with U.S. Environmental Protection Agency officials, staff in Colorado's Department of Public Health and Environment and the Office of Smart Growth, and Colorado legislators to discuss policy options to encourage brownfields clean-up and redevelopment.
