ACE PicMission Statement

In our ongoing effort to respond to the needs of the nation's state legislatures, the NCSL Energy Program formed the Advisory Council on Energy (ACE).  ACE comprises a diverse group of energy policy stakeholders.  The unique combination of state legislative and private sector input allow ACE to give a well-informed perspective on the activities in which the NCSL Energy Program is now or should later be engaged as the Energy Program provides information and technical help to state legislatures on energy issues.

The Purpose of NCSL ACE is to:

  • Identify new and emerging energy issues
  • Identify the needs of and opportunities for legislatures in responding to those issues
  • Review ongoing Energy Program activities
  • Recommend new Energy Program activities


Membership and Bylaws

ACE Bylaws control the group’s membership.  ACE currently consists of a select group of 12 current or former state legislators and four senior legislative staff representing political and geographic diversity, as well as 11 representatives from the private sector, federal government, an environmental organization, and two professional organizations.  Non-legislative members represent a variety of non-profit and for-profit organizations working in the electric power, fuel, transportation, or other energy-related sectors. 


Format

ACE meets twice a year for two days.  ACE may also choose to convene one to two additional times each year via conference call. Meetings of ACE are organized to give NCSL Energy Program staff an opportunity to provide ACE with an update on Energy Program activities, an opportunity for ACE to react to and comment on these activities, and to identify new or emerging areas in which the legislatures may require assistance. ACE also explores and recommends new ways in which the NCSL Energy Program could effectively communicate with the legislatures.
