* Three states, Missouri, Virginia, and Vermont have set voluntary goals for adopting renewable energy instead of portfolio standards with binding targets. In Vermont, if this goal is not achieved by 2012, it will become a mandatory renewable portfolio standard (RPS) in 2013.

**Maine already produced half of its energy from a combination of hydropower and biomass. In 2006, it passed legislation to increase the share of new renewable capacity as a percentage of the total capacity by 10 percent over 2007 by 2017.
