  • The U.S. Department of Labor has compiled an excellent resource that provides comprehensive information about the variations in Unemployment Insurance (UI) coverage and liability among the states.  A series of tables compare state variations in employer liability for UI contributions; provisions for agricultural labor and domestic services; the employer-employee relationship; types of employment excluded; coverage of corporate officers, and coverage for nonprofit organizations.  This resource is available on-line at http://workforcesecurity.doleta.gov/unemploy/uilawcompar/2007/coverage.pdf.
  • A GAO Report issued in 2000 addressed the ability of low-wage workers to qualify for UI benefits and the adequacy of the UI system as a safety net for low-wage workers.
