S.B. 2 Passed Senate 1/25/06 Creates new sections of KRS Chapter 36 to establish the military family assistance trust fund; provide that the trust fund consists of moneys collected from grants, contributions, and appropriations; creates the Military Family Assistance Trust Fund Board to oversee the administration of the fund; direct the adjutant general to administer the trust fund; establishes eligibility requirements for United States armed forces families, including families of National Guard and reserve on federal active duty; requires the Department of Military Affairs to establish a Mission: Welcome Home Program for members of the Kentucky National Guard returning from federal active duty; amends KRS 198A.040 to require the Kentucky Housing Corporation to provide assistance, including the awarding of grants, to members of the National Guard and reserve and their families during federal active duty; amends KRS 18A.190 to permit a state employee who is a spouse of a member of the United States armed forces, including a member of the National Guard or reserve on federal active duty, one day off, with pay, from work when the member is deployed and one day off from work when the member returns from deployment; amends KRS 159.035 to permit an elementary or secondary school student an excused absence when that student's parent is a member of the United States armed forces, including a member of the National Guard or reserve on federal active duty, and is deployed and when that student's parent returns from deployment; amends KRS 403.340 to provide that when a parent or a de facto custodian is a member of the National Guard or reserve and is deployed on federal active duty, any change in a child custody decree based in whole or in part on that deployment shall be temporary and shall revert back to the previous child custody decree at the end of the deployment; amends KRS 341.370 to prohibit unemployment insurance disqualification of a worker who leaves employment due to the military transfer of the worker's spouse to another state; requires that the prohibition against unemployment insurance disqualification apply only when the worker and military spouse travel to a state with a similar prohibition; amends KRS 61.315 to require that the family of a member of the National Guard or reserve killed on federal active duty shall receive a death benefit of $80,000; makes this section apply retroactively to July 1, 2002; creates a new section of KRS Chapter 40 to require the Kentucky Department of Veterans' Affairs to employ no fewer than five veterans' benefits regional administrators and no fewer than 20 veterans' benefits field representatives. |

A.B. 1452 Creates an exception from the "voluntary quit" disqualification from unemployment benefits in the case of a spouse of a member of the armed forces who relocates outside of the state. If the spouse is otherwise eligible to obtain unemployment benefits, he or she may receive benefits. The bill also provides that no employer whose employees receive benefits under the bill will be charged for them. |

S.B. 247 Stricken from docket 2/21/06 Provides that good cause for leaving employment exists if an employee voluntarily leaves a job to accompany the employee's spouse, who is on active duty in the military or naval services of the United States, to a new military-related assignment established pursuant to a permanent change of duty order from which the employee's place of employment is not reasonably accessible and is located in a state that, pursuant to statute, does not deem a person accompanying a military spouse as a person leaving work voluntarily without good cause. Benefits paid to qualifying claimants shall be charged against the pool rather than against the claimant's employer. The measure will take effect if the federal government appropriates adequate funds to pay benefits under this provision. |
