S.B. 1069 Signed by governor 8/11/03, Public Act 93-0506 Amends the Military Code of Illinois. Provides that the state treasurer shall deposit into the Military Family Relief Fund designated amounts from any legal source. Makes a continuing appropriation of amounts transferred into the Fund under certain provisions of the State Finance Act and of amounts that are derived from gifts or grants in the Fund to the Department of Military Affairs for the purpose of making grants. Provides that all other amounts in the Fund are subject to appropriation. Amends the State Finance Act. Provides that, on March 31, 2003 or as soon as practicable thereafter, the amount of $300,000 shall be transferred from the Communications Revolving Fund to the Illinois Military Family Relief Fund. Provides that, beginning on July 1, 2004, on the last day of each month, an amount equal to 50 percent of that day’s beginning balance in the Illinois Military Family Relief Fund shall be transferred from the Illinois Military Family Relief Fund to the Communications Revolving Fund. Provides that these transfers shall continue until the cumulative total of transfers executed from the Illinois Military Family Relief Fund to the Communications Revolving Fund equals $300,000. |

H.F. 522 Creates the military family relief fund under the control of the Department of Public Defense. Moneys in the fund are appropriated to the Department of Public Defense. Moneys in the fund are to be used to make grants to families of persons who are members of the Iowa National Guard or residents who are members of the army reserves and who have been called to active duty as a result of the September 11, 2001, attacks. Creates a military family relief fund income tax checkoff. Moneys collected from the checkoff are to be credited to the fund. Provides that the limitation on the number of checkoffs allowed on the Iowa individual income tax return does not apply to the military family relief fund checkoff. The provisions of the bill relating to the military family relief fund checkoff apply retroactively to the tax year beginning January 1, 2003. |
