New Hampshire
HB 1446
Establishes the state Patriot Act. Directs school districts to authorize time during the school day for students to recite the Pledge of Allegiance; allows that student participation is voluntary. Requires students not participating in Pledge recitation to silently stand or remain seated; requires non-participants to respect the rights of students electing to participate.

Allows school districts to authorize the recitation of the traditional Lord's Prayer in public elementary schools. Stipulates that student participation in the recitation of the prayer is voluntary. Recommends that students be reminded that this Lord's Prayer is the prayer our pilgrim fathers recited when they came to this country in their search for freedom. Directs that students be informed that these exercises are not meant to influence an individual's personal religious beliefs in any manner.

Allows exemption from requirement if the student or the student's parent objects on religious, philosophical or other grounds to the student participating. Requires participants to stand and recite the Pledge, while facing the American flag, with their right hands over their hearts or in an appropriate salute if in uniform. Directs boards of education to accommodate students who are unable to comply with the procedures due to disability. Directs local education agencies to require the daily recitation of the Pledge in classrooms and ensure that a U.S. flag is in all classrooms.
