NCSL and ENLACE

W.K. Kellogg Foundation has joined NCSL, the National Association of Latino Elected Officials (NALEO), the National Hispanic Caucus of State Legislators (NHCSL), and several other research organizations to work with policymakers on developing and sustaining the ENLACE principles.

State legislators are intrigued by the ENLACE model because it is:

    • Centered on Family and Community
    • Involves higher education
    • Focuses on P-20 reform strategies
    • Adapts to other underserved populations

As a program participant said, "ENLACE is not just another program," but one that legislators can utilize to support other reform efforts such as high school redesign, college access and affordability and implementation of No Child Left Behind.  The program's focus on community and collaboration building make it ideal for bringing in various partners to better serve not only Latino students but all students.


Project Goals

NCSL is working with legislators in all states to inform them about best practices for Latino students.  The focus of the project is on states with current ENLACE programs and states with large Latino population growth.  Our goal is to:

    • Raise the awareness of ENLACE programs among the 50 state legislative audience. 
    • Explore and understand the ENLACE framework for student success.
    • Explore how state policy can encourage and support these programs.
    • Explore how programming can be replicated for other underserved populations.


Project Activities

Site Visits
Project pictureTo allow legislators to see ENLACE programming first hand, NCSL will host six visits over the next two years to ENLACE sites around the country. On these visits legislators will see how ENLACE partnerships work, talk with administers and participants in the programs, and talk with each other about how state policy could support local models. 

NCSL will target key legislators from states where ENLACE programs already exist and legislators where ENLACE programs could be profitable solutions to growing Latino populations.


Publications

NCSL will publish a series of briefs for legislators centered on the ENLACE model, P-20 systems, and trends in Latino population and education.


In-State Capacity Building

During the next two years NCSL staff will identify a few interested states and work with them on designing and implementing a state policy strategy to support ENLACE models.  

NCSL staff will conduct in-depth work with these states tailored to meet the specific goals and needs of each.  Working with a key legislator, NCSL staff will assist with identifying goals as well as strategies to attain those goals.  Activities might include:  bringing in national experts to help design an appropriate policy strategy; facilitating conversations/discussions with other key legislators necessary for implementing reform; organizing or facilitating a broader policy discussion in the state; conducting a workshop or presentation for select state policymakers; bringing in a legislator, university leader, or an ENLACE site administrator to discuss their efforts; conducting appropriate research or policy analysis.
