NCSL Grant Opportunity for States With C.S. Mott Funded After-School Networks

NCSL is pleased to announce a new funding and technical assistance opportunity, Supporting Student Success: The Promise of Expanded Learning Opportunities (ELOs). This project will provide five state leadership teams with in-depth technical assistance and $50,000 grants to ensure that ELOs—such as afterschool, summer learning, and extended day programs—are an effective part of state education systems. This project is a joint initiative of the National Conference of State Legislatures (NCSL), the National Governors Association Center for Best Practices (NGA Center), and the Council of Chief State School Officers (CCSSO). NCSL is the granting organization for this project and the C.S. Mott Foundation is providing financial support.

Through this project, states will use ELOs to address critical educational challenges, such as inadequate student performance in core academic subjects, poor graduation rates, and insufficient student engagement in learning.  The ultimate goal is for states to develop the systemic changes needed to support student success.

NCSL and its collaborators will provide technical assistance to grantees throughout the 18-month project. State leadership teams will take part in site visits to innovative programs, learn about ground-breaking state policies, and hear from national experts regarding research on best practices.

To apply, states must assemble a state leadership team that includes at least one state legislator, a governor’s policy advisor, a high-level representative from the state education agency, and a statewide afterschool network coordinator. All states with C.S. Mott funded statewide afterschool networks are eligible to submit a grant application.

An independent selection committee will select states that meet the criteria detailed in the attached application.  Proposals are due to NCSL by April 6, 2007 at 5:00 p.m. MT. NCSL and its partners will host a bidders’ conference call on Tuesday, March 6, 2007 at 3:00 p.m. ET. There are currently 32 statewide afterschool networks, funded in part by the C.S. Mott Foundation.  NCSL is available to provide technical assistance to those states without networks that would like to develop them. For more information, see http://www.statewideafterschoolnetworks.net
