The Legislative Education Staff Network (LESN) is pleased to recognize Dr. Audrey Carr for excellence in service to the Kentucky General Assembly and to the Legislative Education Staff Network. LESN is honored to present Dr. Carr with the 2007 LESN Recognition Award.

Dr. Carr has served the Kentucky General Assembly for 11 years. She served six years as a legislative analyst and for the past five years, she has been the Staff Administrator for the Interim Joint Committee on Education for the Kentucky Legislative Research Commission. Throughout her tenure, she has demonstrated the highest level of professionalism, competence and integrity in her service to the Kentucky General Assembly and the public. Dr. Carr has developed a high level of expertise in education policy and is recognized by legislators, her fellow colleagues in the General Assembly, as well as the broader educational community in Kentucky and nationally.
Dr. Carr is actively involved in NCSL and the Education Commission of the States (ECS) having served as an NCSL appointed LESN steering committee member and ECS appointed LESN co-chair. In this capacity, she planned, attended and presented at several LESN workshops and contributed to the LESN newsletter. She continues to share her knowledge and expertise with education staff throughout the country via the LESN listserv by responding to inquiries and posting useful information. In addition, Dr. Carr has committed her time and talents to strengthening the legislative staff in Kentucky. Her professional demeanor, commitment to task, and positive relationships with members and legislative leadership staff from both parties demonstrates her lead by example approach to mentoring new staff.
Dr. Carr's service to the Kentucky General Assembly stands as a capstone to an exemplary career in education at all levels. She served as an outstanding teacher and supervisor of student teachers in rural Pendleton County for 14 years, a state-wide leader in the areas of workforce development and career, adult and technical education for the Cabinet for Workforce Development, and as the person responsible for the oversight and development of professional development throughout state at the Kentucky Department of Education. More recently, Dr. Carr was a primary bill drafter of the Postsecondary Education Reform Act of 1997, arguably the most aggressive statewide education reform in the country.
Gene Wilhoit, former Commissioner of Education for the Commonwealth of Kentucky and current Executive Director of the Council of Chief State School Officers, states it best:
