Every state has a range of programs that are designed to foster small business growth -- enough programs altogether that a 1993 directory of them is 450 pages long. In part, this responds to the widespread belief, which is debated, that small businesses generate most of American job growth. State programs cover every area in which a small business might face challenges, although not equally from state to state, including financing, organizational assistance, training, reaching out to international markets, fairs for the display of products, access to federal funding, training in state procurement procedures, and much more.
