Measuring Progress Toward School Readiness

By Amber Minogue and Steffanie Clothier
January 2005

Across the nation, states and local communities are working to improve the lives of young children. The approaches for improvement vary widely from state to state and community to community. Many states are focusing on school readiness: how well children are able to start school ready to learn. During the past several years, as states have worked to overcome substantial shortfalls in budget revenue, lawmakers have attempted to balance competing interests and still ensure that children have access to early learning and developmental opportunities.
