Child Care and Early Education Legislation Highlights 2005

Introduction

In 2005, at least 31 states enacted significant child care and early childhood education legislation. Areas of enacted bills included:

  • Governance of early childhood and education, including agency, coordination and councils and commissions.
  • Birth to age 5, including infant and toddler care and development, child care financing and subsidy, and child care benefits to U.S. military personnel.
  • Prekindergarten program funding, creating new prekindergarten programs, using lottery money to fund prekindergarten and school finance, including using the school financing formula.
  • Quality, including quality rating systems and other licensing enhancements, and professional development of teachers.
