Child Care and Early Education Legislation Highlights 2005 June 2006
Introduction
In 2005, at least 31 states enacted significant child care and early childhood education legislation. Areas of enacted bills included:
- Governance of early childhood and education, including agency, coordination and councils and commissions.
- Birth to age 5, including infant and toddler care and development, child care financing and subsidy, and child care benefits to U.S. military personnel.
- Prekindergarten program funding, creating new prekindergarten programs, using lottery money to fund prekindergarten and school finance, including using the school financing formula.
- Quality, including quality rating systems and other licensing enhancements, and professional development of teachers.
