Coordinating Early Childhood Systems: A Look at Three StatesBy Julie Poppe and Scott GroginskyThis report discusses the efforts of three states-Colorado, South Carolina and Washington-to coordinate their child care systems with their early childhood systems, including preschool and Head Start. NCSL's Child Care and Early Education Project staff conducted the three-state interviews with legislators, legislative staff, state agency representatives and other key stakeholders about early childhood coordination and state processes and outcomes of legislative coordination efforts. The report highlights successes and challenges of coordinating these two systems and also provides recommendations for legislators to consider. This report can be accessed by those with passwords at http://www.ncsl.org/legis/cyf/3-state-final.pdf, or can be purchased through the NCSL publications website.
