Recent Enactments - Terrorism Related Crime and Penalties



States continue to address crimes and penalties related to acts of terrorism, to contribute to homeland security.

2005 Virginia HB 2667 (nm)
Raises to $250 the flat fee that may be charged to a person convicted of certain terrorism hoax incidents in order to reimburse the locality for related expenses.

2003 Colorado HB 1297
Expands the death penalty list of aggravating factors to include the use of a chemical, biological, or radiological weapon.

2003 New Hampshire HB 212
Defines terrorize for purposes of criminal threatening as: causing alarm, fright, or dread; the state of mind induced by the apprehension of hurt from some hostile or threatening event or manifestation.

2003 New Jersey SB 2071
Establishes criminal penalties for recruiting members for a terrorist related organization.

2003 New York AB 8021
Lengthens the statute of limitations for actions on behalf of decedents whose death was caused by terrorist attacks on September 11th, 2001.

2003 Texas HB 9
Requires the governor to direct a statewide homeland security strategy. Designates the department of public safety as the repository for collecting criminal intelligence information about terrorist activity.

2003 Texas HB 627
Authorizes the temporary quarantine if an environmental or toxic agent is introduced into the environment - including by means of terrorism. Violation of the conditions imposed by quarantine is a class three felony.
