Juvenile Justice

Juvenile Justice: An Overview for New Legislators (CD): NCSL has produced an audio program. In the 38-minute program, a group of experienced state lawmakers discuss comprehensive juvenile justice and the process of crafting and moving related legislation. We hope new members, as well as returning members who are new to juvenile justice issues, will find it enlightening. There are 5 track title for the text and an accompanying booklet.

Comprehensive Juvenile Justice -- A Legislator's Guide - Second Edition (Press Release): The rise in rates of juvenile crime since the mid-1980s has put juvenile justice high on state legislative agendas in the 1990s. As a primer for policymakers, this report captures the research basis for more comprehensive juvenile justice and explains how cross-jurisdictional legislative approaches bridge traditional child welfare and criminal justice systems. This updated, second edition guide provides many examples of state reforms and effective responses that include both sanctions for juvenile offenders and programs and policies that prevent other youngsters from becoming juvenile crime statistics in the year 2000 and beyond. The guide is a series of six briefing papers suggesting effective policies for the prevention and handling of juvenile crime is available through NCSL's Marketing Department. Briefs include: Overview: Toward Comprehensive Juvenile Justice; Preventing Juvenile Crime and Delinquency; Immediate Interventions and Graduated Sanctions; Treating Juveniles Like Adult Criminals; Serious Offenders in the Juvenile Justice System; and References / Glossary / Resources. Taken together, the publication suggests ways to address juvenile justice comprehensively across both child welfare and criminal justice jurisdictions.

Both of these publications are products of NCSL's Juvenile Justice Project, a joint effort of the NCSL Children and Families and Criminal Justice Programs. They were funded by the federal Office of Juvenile Justice and Delinquency Prevention (OJJDP), the project assists state legislatures in improving juvenile justice systems. Through on-site technical assistance programs, meetings, research and information services, and publications, the Project helps legislators to craft comprehensive approaches to prevent juvenile crime and improve juvenile justice systems.
