National Motor Vehicle Title Information System (NMVTIS)
NCSL’s project with the Bureau of Justice Assistance (BJA) was designed to provide opportunity for legislators and legislative staff to learn about state experiences with criminal justice information systems. This includes discussion of the National Motor Vehicle Title Information System.

NCSL's Fall Forum - "Role of Motor Vehicle Title Systems in Preventing Auto Theft" Phoenix, Arizona - Thursday, November 29, 2007 The project planned and convened a sponsored lunch and program for NCSL's Law and Criminal Justice Committee and Transportation Committee. Fraudulent motor vehicle titles and related automobile theft, including interstate movement of autos, is a growing problem in many states. This session discussed a national system, developed by the FBI and Bureau of Justice Assistance, that provides for electronic verification and exchange of title information among motor vehicle and law enforcement officials and others. James H. Burch II, deputy director for policy for BJA, spoke to the group of about 100 state lawmakers and legislative staff. He provided an overview of the problem of mishandled VINs and how the national system assists law enforcement, protects consumers, and saves resources. Also on the program were Arizona officials to highlight success with the NMVTIS in that system; as well as a senior representative of AAMVA, who provided a valuable agency perspective.
