Proof Positive: DNA Testing of Criminals

It's proof almost positive. Men wrongfully convicted have been set free, and the guilty have been arrested with the wonders of scientific DNA testing. It has become the newest key in cracking tough law enforcement cases -- but states are walking a fine line in tapping the potential of this new technology and protecting the civil liberties of the accused.

This month's State Legislatures magazine scrutinizes this technology in "DNA: Proof Positive." Accompanying articles tell how it can be used to correct mistakes made by the criminal justice system ("Making Amends"), as well as the responsibility of policymakers to decide who gets a second chance ("Righting Wrongs").

The information-packed June edition also features articles on "Making the Best of Managed Care" featuring programs designed to aid those frustrated with their HMOs; innovative school-to-work programs that are reducing dropout rates; a focus on the causes of childhood diseases; and the aggressive ways school systems are attempting to entice new teachers.
