Banking & Financial Services Partners Project

Banking is a part of the fabric of the economic life for each and every state.  Unique in regulation, the American banking system consists of separate state and federal chartering and regulation of banks, thrifts and credit unions.  States and the federal government act independently to charter, supervise and regulate financial institutions for their citizens benefit.

This project provides an opportunity for state legislators, legislative staff and Foundation for State Legislatures Partners to address a variety of banking and financial services issues through meetings and through the development of both print and electronic products.

 

Project Overview and Deliverables

Today state policymakers face a variety of significant banking and financial services issues, including payday lending, predatory lending, financial literacy, financial privacy, chartering and regulation of banks and thrifts, and identity theft.  To address these issues, the NCSL Legislative Information Services Program will develop programs, and prepare articles, publications or reports that provide timely information to assist state legislators as they examine and assess policy options.

Project Deliverables

Legislation tracking

NCSL will track legislation regarding specific banking subjects throughout the year and make bill summary and status information available through the NCSL Web site.

NCSL publications

NCSL staff will prepare publications summarizing legislation and analyzing policy approaches.

Sessions at national meetings

NCSL will sponsor programs at major NCSL meetings in 2005/6 in order to identify policy options and highlight best practices.  In these programs, state legislators, staff, industry experts and others will be invited to share their ideas.

A steering committee, chaired by a state legislator, and composed of legislators, staff and Foundation for State Legislatures partners, will guide development of these deliverables.

Project Timeline

The anticipated time frame for the first phase of this project is one year.  The first phase began December 1, 2003 and will conclude in April 2005.  The second phase will begin June 2005 and is anticipated to conclude July 2006.
