NCSL BANKING FSL PARTNERS PROJECT

Steering Committee Meeting Summary

NCSL’s Banking Partners Project Steering Committee met on Friday, December 12 in Washington, D.C..  Committee members present included:  Representative Donna Stone, Delaware, Chair of the Steering Committee; Representative David Clark, Utah; Senator Dorinda Connor, Delaware; Ryan Wilson, Maryland Department of Legislative Services; Jill Finson, AARP; Sharon Hermanson, AARP; Mary Wallace, AARP; Spencer Hathaway, AARP Consultant; Colleen Kelly, CUNA; Caroline Carlson, Foundation for State Legislatures; Nancy Rhyme, Foundation for State Legislatures; Heather Morton, NCSL; Jo Anne Bourquard, NCSL; Mary Fairchild, NCSL; Ron Snell, NCSL; and Cheye Calvo, NCSL.  Others present included:  Matthew Street, American Bankers Association; Gary Fields, American Bankers Association; Carol Stewart, CFSA; John McEntire, CFSA; and Paul Richmann, MBAA.

Members discussed possible project topics.  Financial literacy, alternative financial services, predatory mortgage lending, payday lending, access to fair credit services and credit counseling.  Suggestions included:  organizing a session at Spring Forum on enacted state predatory mortgage laws to analyze and discuss what is working and what is not working in enforcement; creating a primer on the issues for legislators to define terms and explain the significant enactments in financial services issues; and collecting and indexing current financial literacy products for state legislators.

Members were briefed on possible project deliverables.  Possible projects include:  articles in NCSL’s State Legislatures magazine, LegisBriefs, state legislative reports, Web posting and sessions at the Spring Forum, Annual Meeting and Fall Forum.

Caroline Carlson provided a summary of how NCSL Foundation Partners Projects operate and funding possibilities.
