NCSL BANKING PARTNERS PROJECT

Steering Committee Meeting Summary

Savannah, Georgia

NCSL’s Banking Partners Project Steering Committee met on Thursday, December 9th in Savanah, Georgia.  Committee members present included:  Representative Donna Stone, Delaware, Chair of the Steering Committee; Delegate Emmett C. Burns, Jr., Maryland; Representative Sonya Googins, Connecticut; Senator Delores G. Kelley, Maryland; Representative Frank Mautino, Illinois; Wade Adams, House of Representatives, Louisiana; Ryan Wilson, Maryland Department of Legislative Services; Beth Percynski, Mortgage Bankers Association; Carol Stewart, Community Financial Services Association; Greg Williams and Phil Hitz, American Financial Services Association; Sharon Hermanson and DaCosta Mason, AARP; Spencer Hathaway, AARP Consultant; Colleen Kelly, CUNA; Caroline Carlson, Foundation for State Legislatures; Heather Morton, NCSL.

Members discussed and made the following recommendations regarding the project deliverables as follows:

Project Sessions

  • How Do You Get Short-Term Money Without Robbing a Bank?, held on December 9, 2004, at the NCSL Fall Forum in Savannah, Georgia.
  • Session to be held in conjunction with the NCSL Spring Forum in Washington, D.C., April 13-16, 2005.  This session will focus on financial literacy and will highlight the release of the legislators “tool kit.”

Written Products

  • NCSL staff prepared and distributed the rought draft of the “Legislators' Tool Kit on Financial Literacy” for review.

Second Phase of FSL Banking Partners Project

  • Members discussed possible project topics, including electronic banking, Check 21 and electronic funds transfers, returned checks and bounce protection programs, gift cards and consumer protections, debit cards and overdraft charges, payroll cards.  Possible themes include electronic card use and fees, fees, fees.

  • NCSL Spring Forum in Washington, D.C., April 14-16, 2005
