NCSL BANKING PARTNERS PROJECT

Steering Committee Meeting Summary

Tuesday, August 16, 2005, 3:00 p.m. - 4:00 p.m.

Seattle, Washington

NCSL’s Banking Partners Project Steering Committee met on Tuesday, August 16th in Seattle, Washington.  Committee members present included:  Representative Donna Stone, Delaware, Chair of the Steering Committee; Representative Frank Mautino, Illinois; Representative David Clark, Utah; Ryan Wilson, Maryland Department of Legislative Services; Jon Hedegard, Washington House Office of Program Research; Paul Richmann and Beth Percynski, Mortgage Bankers Association; Danielle Fagre and Greg Williams, American Financial Services Association; DaCosta Mason, AARP; Spencer Hathaway, AARP Consultant; Paul Russinoff, Visa; Kristin Ballantine, Stateside Associates; Caroline Carlson, Foundation for State Legislatures; Heather Morton, NCSL.

Members discussed and made the following recommendations regarding the second phase project deliverables as follows:

Project Sessions

  • Who's Handling My Mortgage, held on August 17, 2005, at the NCSL Annual Meeting in Seattle, Washington.
  • Session on the Home Mortgage Disclosure Act to be held in conjunction with the 2005 NCSL Fall Forum in Chicago, Illinois, December 6-9, 2005.  At the Spring Forum, the partners will sponsor a session on stored value cards.  The partners will schedule a conference call to plan these sessions.

Written Products

  • NCSL staff will prepare a “tool kit” for legislators to use in their communities on credit reporting.  The “tool kit” will be similar in format to the report Financial Literacy:  A Primer for Policymakers and will contain information to help legislators with their legislative roles and with their constituents..

Second Phase of FSL Banking Partners Project

  • Members discussed possible project topics, including gift cards/stored value cards/merchant cards, security breaches, credit report freezes, identification after Real ID Act for banks, credit scoring, financial literacy for adults and the elderly.

Next Meeting of the FSL Banking Steering Committee:

  • NCSL Fall Forum in Chicago, Illinois, December 6-9, 2005
