NCSL’s Banking Partners Project Steering Committee met on Saturday, May 1st in Washington, D.C.. Committee members present included: Representative Donna Stone, Delaware, Chair of the Steering Committee; Ryan Wilson, Maryland Department of Legislative Services; Paul Richmann, Mortgage Bankers Association, Tony Colleti, Community Financial Services Association, Phil Hitz, American Financial Services Association, Sharon Hermanson, AARP; Spencer Hathaway, AARP Consultant; Colleen Kelly, CUNA; Caroline Carlson, Foundation for State Legislatures; Heather Morton, NCSL; and Jo Anne Bourquard, NCSL.
Members discussed and made the following recommendations regarding the project deliverables as follows:
Project Sessions
- Enforcing Predatory Mortgage Lending Laws, held on April 29, 2004, at the NCSL Spring Forum in Washington, D.C.
- Session to be held in conjunction with the NCSL Annual Meeting in Salt Lake City, Utah, July 19-23, 2004. This session should focus on financial privacy in the global economy. The discussion may include what the state of financial privacy is in the United States in comparison to Europe and Asia and financial records going overseas when jobs are outsourced.
- Session to be held in conjunction with the NCSL Fall Forum in Savannah, Georgia, December 8-10, 2004. This session could feature a discussion regarding the upcoming Conference of State Bank Supervisors and National Association of Consumer Credit Administrators Payday Lending Regulatory Summit (June 6-10, 2004).
Written Products
- NCSL staff will prepare a “tool kit” for legislators to use in their communities on financial literacy. The “tool kit” should include copies of model bills, information on how to organize a public fair or expo on financial literacy, a sample op-ed piece, and provide information on existing Web site information.
- NCSL staff will prepare a LegisBrief to provide background information on financial privacy.
Web Site
The project will develop and maintain a Web page on the NCSL Web site to provide access to project information and links to information about the issue.
