Issues critical to the states are facing congressional gridlock and presidential campaign rhetoric. State legislators will be voting on critical policy issues at NCSL’s 2012 annual Legislative Summit in Chicago on Thursday, August 9. Our panelists will review proposed changes to NCSL’s By-Laws and Rules of Procedure as well as highlight policy directives and resolutions members will consider during the summit.

Panelists

William Pound is the Executive Director of the National Conference of State Legislatures.  Mr. Pound has been with the Conference since its founding in 1975 and has been instrumental in the development of many of its innovative programs and services designed for legislators, legislative leaders and legislative staff.  Mr. Pound has researched and written extensively on legislatures and the legislative process and fiscal and public finance issues.  He speaks to both national and international audiences on topics of state government fiscal conditions, public policy issues, and on the activities of state legislatures and federalism.

Terie Norelli is Democratic Leader of the New Hampshire House of Representatives.  Representative Terie Norelli is serving her eighth two-year term in the New Hampshire House of Representatives and was recently elected as the House Minority Leader.  Norelli serves as President Elect of the National Conference of State Legislatures and co-chairs the Deficit Reduction Task Force and the International Relations Task Force.  She has also served as chair of the Standing Committees and co-chair of the working group on NCSL policy and procedure.  Norelli has long been committed to women’s advocacy, economic and civil rights and the environment.  She has also served on the boards of local and statewide organizations and served as a delegate to the Democratic National Convention in 2008.  She has received several legislator of the year and leadership awards for her work in the House.

Bruce Starr is in his third term representing Oregon’s 15th Senate district.  Senator Starr serves as Vice President of the National Conference of State Legislatures and has been actively involved in NCSL for more than a decade.  He has held numerous NCSL positions, starting with the Elections Reform Task Force formed in the wake of the 2000 Bush/Gore presidential election. He chaired the NCSL Transportation Committee and the Working Group on the Federal Surface Transportation Act Reauthorization.  He also serves on NCSL’s Executive Committee’s Working Group on Committee Structure and Policy Development Process; the Public Private Partnerships Transportation Working Group; and the Deficit Reduction Task Force.

Moderator

Gene Rose is executive vice president of the strategic communications firm Marmillion + Company, where he assists clients with his experience as a national media director, video producer, speechwriter and journalist. He began his career as a reporter for newspapers in Michigan and Missouri. Following that, he spent nearly 15 years with the Missouri House of Representatives, where he led the legislative chamber’s public information activities. He later directed the National Conference of State Legislatures Communications Division. Members of the National Association of Government Communicators elected Rose to a two-year term as president in 2006. He’s been recognized for writing, video, speech writing and video awards by the National Newspaper Association, the Missouri Press Association, the National Association of Government Communicators and the Telly Awards.
