Ordering
Credit Cards: NCSL accepts VISA, MasterCard, Discover and American Express.
Check: NCSL accepts payment by check. Please note that shipping and handling must be included. Products will not be shipped until the check has been processed.
Purchase Order: Purchase orders are accepted for universities only. Shipping and handling must be included in the purchase order. Please fax orders to 303-364-7800 or email to books@ncsl.org. Once your purchase order has been received, an invoice will be sent back to you. Products will be shipped once payment has been processed.
Wholesalers: A 20% discount is available to wholesalers and subscription agencies.
Shipping and Handling
The customer pays handling and shipping charges. All orders are shipped FedEx Ground or U.S. Priority Mail. The customer can request FedEx two-day or overnight for an additional charge. Shipping costs are as follows:
- For orders $15.00 or more: Shipping is $7.00.
- For orders $14.99 or less: Shipping is $3.00.
- Federal Express two-day or overnight charges: $12.00 in addition to shipping charges.
Returns
All Customers: Damaged, defective or unusable books; incorrect shipments; and mistaken orders must be returned within 30 days of the invoice date. Returns will not be accepted for books that are out of print. All returns will be subject to a 10% restocking fee. Claims on orders that have not been received must be made within 30 days of the invoice date in order to receive a refund or a replacement copy. Please supply the publications order desk with an invoice number and reason for return. All publications must be returned before a refund can be processed. Orders paid by check will receive a refund check. Orders paid by credit card will receive a credit on the credit card used. NCSL does not issue credit to be used for future orders.
Individual, Corporate and Library Customers: Books that are undamaged and in resalable condition may be returned within 30 days of the invoice date.
University Bookstores: Books in undamaged and resalable condition may be returned from the time of purchase and no more than six months from the invoice date, provided the returns do not exceed 20% of the gross orders on the invoice. Returns due to course cancellation must be accompanied by official documentation from the university verifying the cancellation and must be returned within 30 days of the course cancellation in order to be eligible for credit.
Wholesalers and Subscription Agencies: Books in undamaged and resalable condition may be returned within six months of the invoice date. Directories must be returned within three months of the invoice date. A 20% discount is available to wholesalers and subscription agencies.
**Please note that returns will be accepted only for products originally purchased from NCSL. Products purchased from other sources are not returnable directly to NCSL.
Cancellations
Publications: Publication orders can be cancelled with no charge if the order has not been shipped. If the order has been shipped, the order must be returned to NCSL before a refund can be issued. If the order has been shipped, a 10% restocking fee will be applied to the cancelled order.
Subscriptions: Subscriptions can be cancelled at any time during the year. The remaining un-mailed issues will be refunded at a prorated amount.
Volume Discount Policy
Quantity discount applies only to publications that are ordered in bulk. Bulk orders with more than 20 items will be shipped at freight cost. Rates are subject to change.
