2014-2015 NLSSA Committees

Annual Conference oversight Committee

The Responsibility of the Annual Conference Oversight Committee is to oversee all aspects of the NLSSA Annual Professional Development Training Conferences and assist the host state during the conference when needed. Of equal importance, the committee will also be responsible with the facilitation of training programs for all disciplines of legislative services and security. The assigned work of the committee shall be as follows:

  • Provide assistance to the host state chair in developing a budget for the Professional Development Training Conference;

  • If necessary, help identify additional means to assist with raising private sector funds for the Professional Development Training Conference;

  • Review and propose recommended modifications to the conference agenda and training curriculum if necessary;

  • Ensure that the purpose and objectives of the Association are met through training opportunities offered at Professional Development Training conferences;

  • Request NCSL to solicit and help the committee evaluate the bids to host future conferences from the state and territories;

  • Recommend selection of future sites for conferences to the Executive Board;

  • Explore possibilities of providing potential financial assistance from NLSSA to states or regions interested in hosting an Annual Professional Development Training Conference, but are less likely to do so, due to their incapacity to obtain adequate funding on their own. Recommend to the Executive Board possible methods to facilitate such assistance;

  • Recommend topics for professional development in the disciplines relating to legislative services and security.  Potential areas of interest would include but not be limited to the following:  police methods, security practices, technology, administrative services, management principles and techniques, public relations and image management techniques, and facilities managment and operations.

Budget Committee

The role of the Budget Committee is to provide fiscal oversight of the Association's financial resources and expenditures and ensure that standard acceptable accounting practices are followed. The duties of this committee are to:

  • Review the report of the NLSSA treasury to validate its authenticity and accuracy for presentation to the Executive Board;

  • Draft a proposed budget for each ensuing fiscal year;

  • Evaluate investment strategies of the treasury and report recommended changes to the Executive Board for consideration and subsequent approval by the general membership of NLSSA;

  • Assess expenditures of the treasury to ensure they are reasonable and justifiable in accordance with the directives of the Executive Board:

  • Ensure that an official audit of the NLSSA treasury is conducted every two years to provide reasonable assurance that all investments and expensditrures made from the Association's treasury comply with laws and regulations relating to tax-exempt institutions.

  • Develop and update an NLSSA Policies and Procedures Manual for Executive Board consideration. The objective of this manual is to consolidate all existing policies, procedures, and operational guidelines adopted by the Association into one document for informational and reference purposes by all NLSSA members.

Elections and Nominations Committee

The general membership of NLSSA shall elect a President, Vice President, Secretary, Treasurer, First Trustee, Second Trustee, Third Trustee and Sergeant at Arms to serve as members of the executive board. It is the responsibility of the Nominations Committee to canvass the NLSSA membership for preparing a suitable ballot for annual elections for office to the executive board.

International Relations and Protocol Committee

The committee is to explore international relations with organizations that are similar to NLSSA in U.S. territories and foreign countries and establish communication to encourage delegates from other countries to participate in NLSSA-sponsored activities. The committee is to identify common objectives, encourage the exchange of information and serve as liaisons representing the Association on matters of international interest.  In the ensuing year, the committee is to look at:

  • Developing a viable network exchange program between NLSSA and other territories or countries, that will facilitate the establishment of an exchange conduit for information relating to tupes of service and security measures practiced outside the United States;

  • Revising and updating the Protocol Manual

Legislative Advisory Committee

Members of the committee are the Executive Committee Officers and Directors.  The committee monitors other states’ technology activities. It utilizes experts in those states to form issue/technology-specific subcommittees, which provide information and personal experiences on technology implemented in that statre. Committee and subcommittee activities include: evaluating new and existing technologies and processes, providing positive and negative aspects involved with implementing a new technology, providing estimates for implementation and offering an unbiased opinion that NALIT and other NCSL staff sections can use as a source of information. The three subcommittees are listed below.  Committee members' term of office: August 2008-July 2009

Membership Committee

It is the responsibility of the Membership Committee to identify potential candidates for membership into the Association, and to inform them about training opportunities offered through NLSSA programs.  Additionally, the committee is responsible for promoting the benefits and opportunities of participating in NLSSA with prospective new members. It is also the charge of the committee to develop marketing strategies to attract interest in the Association and encourage legislator, staff, and private sector participation and support for NLSSA and NCSL programs. The specific tasks this committee is to work on this coming year are:

  • Develop a marketing plan to promote attention to NLSSA and foster greater interest in its programs and training opportunities in the disciplines of legislative services and security, and present such a plan to the Executive Board for consideration. Focus of the plan should target those people who have an interest in police methods, security practices, technology, administrative services, management principles and techniques, public relations and image management techniques, and facilities management and operations;

  • Review the membership rosts to determine/verify that the NLSSA membership list reflects a current and accurate listing of all members.  Work should be conducted in coordination with the NLSSA Treasurer and Region Chairs;

  • Solicit endorcements from potential legislators from all regions to serve as a member of the NLSSA Legislative Advisory Committee;

  • Seek to increase membership in each region by at least 15 percent in the coming year.

Newsletter and Publications Committee

It is the responsibility of this committee to solicit and submit information on service and security related topics and activities in the respective regions of NLSSA to the newsletter editor. The primary focus of the committee is to identify critical issues facing legislatures relating to matters of common concern to all NLSSA members. The committee is to develop feature articles or special publications of common interest and use to the NLSSA, for publication and dissemination for its members. In the coming year, the work assignment of the Newsletter and Publications Committee will be:

  • Review the current format and layout design of the newsletter and recommend any modifications the committee may determine would enhance the appearance and ease of use for its readers;

  • Assess the feasibility of publishing a newsletter quarterly and determine the overall cost associated with quarterly publication and distribution of the newsletter, including cost for printing and mass mailings;

  • Include in each publication, a featured article highlighting a unique aspect of a particular region of NLSSA.  Featured articles could be a human-interest piece about a member of NLSSA from each region, or about an office from each region;

  • Develop a network of contributing writers from each region who would be responsible for writing featured articles of special interest to NLSSA members that focuses on service and security disciplines of the Association;

  • Assist the Membership Committee in bringing together the preparation for publishing and distribution, promotional materials for the Association;

  • Assess the viability of publishing and distributing an NLSSA Membership Roster to all members of the Association.  Evaluate and determine the cost associated with its development and distribution, including printing and mailing costs.  Coordinate work with Membership Committee.

Procedures and Bylaws Committee

This informal committee is tasked with reviewing and assessing the bylaws of NLSSA as they presently exist, and make suggested changes and/or modifications to them that would help streamline the procedures and structure of the Association to create a more efficient and effective organizational and governing body. The committee should consider possible ways to incorporate the diverse categories of individuals serving state legislatures in both security and service related capacities in a more inclusive manner.
The process, by which this committee is to carry out its charge, is to solicit open dialogue from the entire NLSSA membership seeing their input and feedback on suggestions the committee may proffer, and/or ideas and recommendations the general membership of the Association may put forward for assessment. Once the committee has completed its review and assessment of the by-laws, and has gathered a consensus from the general membership regarding any recommended changes, the committee shall present to the Executive Board, its findings. The Executive Board shall be responsible for insuring that amendments to the by-laws are properly drafted, and presented to the NLSSA membership for vote at the next general business meeting of the Association.
Suggested areas the committee should consider looking at carefully include:

  • Expanding the objectives and functions of the Association to better portray the multiplicity of NLSSA interests;

  • Illuminating and better deliniating the roles and duties of the officers of the Association for explicatory purposes; and,

  • Ways to improve the nominations process.

Technology Committee

This committee is tasked with implenting new and advanced methods of technology that enhances the edification of the association. Conceptual methodology and the incorporation of new and advanced technology that enhances professional development in all program areas of NLSSA is an essential element to the promotion of comprehensive training and opportunities for all members. Therefore, the assigned tasks of the committee shall be as follows:

  • Explore innovative training programs in legislative services and security professions.

  • Recommend and coordinate presentations on modern technology at the NCSL and NLSSA meetings.

  • Propose ways to incorporate new concepts of advanced technology in NLSSA programs and look into e-learning technology as a possible way of incorporating online training for NLSSA members.

  • Investigate better ways to create a more interactive method of information exchange and idea sharing, via electronic communication technology between the regions.

  • Monitor the activities of the NLSSA website and provide recommendations for improving its contents and use.

Professional Development

This committee is tasked with insuring professional development for NLSSA members. An emphasis on development of innovative training programs in both legislative services and security disciplines is a key element to the work of the committee. Therefore, the assigned tasks of the committee shall be as follows:

  • Explore innovative training programs for professional development in legislative services and security professions.

  • Identify key topics of interest. Potential areas of interest to investigate would include continuity of operation, police methods, security practices, administrative services, management principles and techniques, public relations and image managment techniques, and facilities management and operations.

  • Recommend and coordinate presentations on professional development at the NCSL and NLSSA meetings, including Regional and Professional Development Training seminars at the regional level.

  • Propose ways to incorporate professional development into NLSSA programs.

Awards Committee

This committee coordinates the selection process of NLSSA members to receive awards presented by the association.  The committee shall coordinate with the region chairs and vice for names of nominees that have met the award criterion and shall submit the list of names (if applicable) to the Executive Board for final selection.

Internal Audit Committee

This committee shall conduct annual audits of the NLSSA books and records, following the end of the Annual Professional Development Seminar. The Internal Audit Committee shall provide the audit findings and recommendations to the NLSSA Executive Board no later than 30 days after review of the books and records.
