Legislative Staff Achievement Luncheon: Celebrating Success

Join fellow legislative staffers from around the country to celebrate the outstanding work, commitment and contributions you make each year to America's Legislatures! Art Hamilton, former member of the Arizona House of Representatives and NCSL President and CEO of a successful public affairs firm, will talk about the critical contributions legislative staff made to him in advancing his career, and to the legislature as an institution in sustaining its values. Hear his perspective on those qualities that staff may forget about during tough legislative sessions that make the whole thing possible. Don’t miss this inspiring and humorous presentation from a man that Bill Clinton called "one of the finest speakers I have ever heard."

Fiscal Notes Roundtable/Legislative Fiscal Office Operations Survey Results 

This session will address the various state methods for producing fiscal notes and discuss the results from Legislative Fiscal Office Operations survey. Topics will include: the preparation of fiscal notes, process for preparing fiscal notes, fiscal note requirements, and the roles and responsibilities of legislative fiscal offices in general. Robust data collection and analysis is vital in answering critical policy questions, yet access to timely and quality data, and maintaining privacy safeguards pose a significant challenge for legislative staff. Not all data sets are objective and hidden biases in both the collection and analysis stages present considerable risks. Address the challenges of obtaining and providing policymakers with reliable information.
