    The impact of new technologies, such as solar panels and smart grid technology, on state policy and the electricity sector was the focus of an intriguing discussion at the NCSL Forum earlier this month in Washington, D.C.

  • Rewrite Outdated Traffic Laws Anyway?

    When the U.S. Supreme Court accepted Heien v. North Carolina I recommended that state legislatures take a look at outdated traffic laws. The court’s decision in this case may make doing so less urgent—at least to avoid Fourth Amendment litigation.
