Purposes
The purposes of the Staff Section are:
- To promote the exchange of ideas and information on all aspects of legislative information systems. This includes, but is not limited to, the management and technical development of these systems.
- To provide a network of information exchange among persons involved in providing management and technical support for legislative information systems.
- To provide improved communications and foster better relations between legislative information systems management and staff, and the legislators and legislative staff they serve.
- To promote the service of the Association membership on the various committees, subcommittees, task forces, etc., of NCSL.
- To enhance the professionalism of the members of the Association through activities supporting the purposes noted above.
Membership of the Staff Section
There are two classes of membership in the Association. The classes are as follows:
- General Members: General members are legislative information technology professionals employed by a legislature of one of the fifty states, insular possessions, or territories of the United States. General members are voting members in the Association.
- Associate Members: Associate members are persons interested in legislative information technology, including legislators and other staff serving a legislature of one of the fifty states, insular possessions, or territories of the United States, legislative staff of provincial governments and representatives of private vendors. Associate members are non-voting members in the Association.
Activities
The Staff SecionT meets annually in conjunction with the annual meeting of NCSL, and holds a professional development seminar each fall.
Members can communicate electronically with others interested in legislative information technology issues by subscribing to the listserv. Newsletter and other materials are regularly posted to the listserv. To subscribe, send an e-mail message to and type subscribe nalit-l in the body of the message.

Legislative Staff Coordinating Committee (LSCC)
Overview
The LSCC is made up of the legislative staff members elected to the NCSL Executive Committee, the staff chair and staff vice chairs of the NCSL Standing Committees, two officers of each of the ten staff sections, and four discretionary appointees of the Staff Chair.
The purposes of the Legislative Staff Coordinating Committee (LSCC) are to oversee the legislative staff division of NCSL, to coordinate the work of the ten staff sections of NCSL, to promote professional development of legislative staff, and to review and evaluate NCSL services to legislative staff. LSCC serves in an advisory capacity to the NCSL Executive Committee.
The LSCC meets four times per year in conjunction with the NCSL Executive Committee. The NCSL staff chair serves as chair of the LSCC. At the beginning of the conference year members of the LSCC are assigned to one of several task forces to work on specific projects. Each LSCC meeting includes meetings of the task forces and at least one meeting of the entire LSCC. During the LSCC meeting there are reports from the LSCC task forces, the subcommittees of the NCSL Executive Committee, the chair of the NCSL Standing Committees, the NCSL Executive Director and other special committees that are created during the year. A report describing the LSCC activities is made to the NCSL Executive Committee and a summary of its meeting is posted on the NCSL website.

Develop, monitor, and promote e-learning opportunities.

Encourage and assist staff sections in producing e-learning tools, using e-learning funds from the NCSL Foundation for State Legislatures. Develop plan for contacting staff sections individually and providing guidelines for e-learning grant requests and assistance if needed.

Provide webinar oversight and development.

Review webinar data reflecting participation levels and evaluations.

In conjunction with Programs, Professional Development, and Outreach, work with NCSL staff to more effectively promote and "brand" webinars prior to release.

To obtain feedback on Legislative Summit sessions, work with NCSL staff to develop session evaluation questions for use on smartphone/tablet for 2013 Summit.

Provide annual report on state of technology in legislatures to include anticipated technological advances.

Review and recommend strategy for better preparing LSCC members for their responsibilities, including written materials, orientation, mentorship program, etc.

In cooperation with Staff Section Officers, review and promote fall professional development seminars and encourage joint meetings when possible.

Recommend speakers, programming, and related marketing for LSCC-sponsored sessions at the Legislative Summit, including associated scheduling and format issues.

Assess effect of change from staff section luncheons to staff section breakfasts and make recommendation to NCSL for 2013.

Evaluate Legislative Staff Achievement session and make recommendations to improve attendance and promote staff achievement recognition.

Continue oversight of the Legislative Staff Management Institute and marketing efforts.

Develop strategies to promote "Promoting Legislative Service as a Career" with college/university career placement officers. Continue promotional efforts with AfterCollege and NACE.

In cooperation with Information Technology and NCSL Website Review Committee, work with NCSL marketing team (Karen Hansen and staff) to more effectively promote webinars with particular emphasis on identifying sponsoring entity, such as staff section, staff network, LSCC.

A discussion group (listserv) has been created on NCSLnet for all members of the full NCSL Legislative Staff Coordinating Committee and the Subcommittees. The listserv for the full LSCC includes key NCSL staff, including division directors and staff section contacts. The listservs for the subcommittees include members of the subcommittee, assigned NCSL staff and the listserv manager. We encourage everyone to use these discussion groups to share information about the activities of the LSCC and any other pertinent issues.
You do not need to subscribe. This discussion list is restricted to just the addresses entered by the listserv manager at NCSL. Any e-mail message addressed to the list is automatically sent to all the subscribers on that list.

The NCSL Statehouse Ambassadors are legislative staff who serve as in-state field representatives for NCSL. The Statehouse Ambassador program is designed to energize and sustain legislative participation in NCSL and strengthen the organization’s role as an extension of state legislatures. The program enhances NCSL’s reputation among legislative staff as the organization of choice for quality policy research and professional development programs.
The goals of the program are to:
- Improve NCSL’s outreach to legislative staff by developing and maintaining accurate legislative staff data
- Increase legislative staff participation in NCSL’s standing committees, staff sections, and professional development seminars
- Support NCSL’s marketing and outreach programs for legislators and legislative staff.
