Solving Traffic Congestion

Traffic congestion--a growing problem in the United States--occurs when traffic exceeds road capacity. Solutions include improving operation of the existing infrastructure, such as traffic signal timing, traffic monitoring and control, improved planning for weather and special events, support for transit and public transportation, and use of high occupancy vehicle and toll lanes.
