Twice every school day, more than 450,000 school buses transport approximately 24 million students in the United States.  School buses are active when needed by school districts to transport children to and from school, but sit idle during late morning hours, early afternoon, weekends, and in summer months when school is not in session.  During these times, school buses represent an enormous unused resource.  They could be employed to transport people who are not able or cannot afford to transport themselves.
