Major State Transportation Legislation, 2012

HighwayFebruary 2013

By Jocelyn Durkay and Jaime Rall

As the last of the 2012 state legislative sessions conclude, the past year’s theme was one of highs and lows. Some transportation policy developments—such as new federal surface transportation and aviation bills that will help states pursue multi-year infrastructure projects—came as welcome surprises. Meanwhile, state legislatures continued to lead the way with creative solutions to keep transportation moving into the 21st century, despite declining revenues that continue to be a barrier to sustainable state and federal transportation solutions.

The Major State Transportation Legislation, 2012, report outlines trends and notable examples from 2012 legislative sessions on a variety of federal and state topics, including:

Federal Developments

  • Federal surface transportation reauthorization (the Moving Ahead for Progress in the 21st Century Act, or MAP-21)
  • Federal aviation reauthorization
  • REAL ID
  • Sequestration and the “fiscal cliff”

State Developments

  • 2012 elections and ballot measures
  • Funding and finance, including taxes, fees, bonding and borrowing
  • Public-Private Partnerships (PPPs)
  • Vehicle Miles Traveled Fees (VMTs)
  • Alternative fuel and electric vehicles
  • High-speed and passenger rail
  • Traffic safety
  • Autonomous (self-driving) vehicles
  • Transportation access for all users
