A Mission to Serve: State Activities to Help Military Veterans Access Transportation

Soldier watching an arriving trainToday, about 23 million Americans are military veterans, with tens of thousands more returning home as the American presence in Iraq and Afghanistan winds down. Many of these men and women need reliable, affordable and accessible transportation choices to get to work and school, visit family and friends and receive medical care and community services.

Many states are now working to ensure that every veteran—regardless of his or her geographical location, physical ability, financial constraints or other circumstances—has a dignified and dedicated means of transportation for everyday and special travel.

In January 2013, NCSL produced an analysis of state activities that help military veterans access transportation, based on nationwide survey research. The report summarizes ways in which states support veterans' transportation, including interagency coordination; funding; veterans’ transportation programs; leadership; exemptions from fees, taxes, fares and tolls and more. Also included are in-depth case studies of efforts in Oregon, Texas and Wisconsin and detailed profiles for each of the 50 states, D.C., the Northern Mariana Islands and Puerto Rico.

The focus throughout the report is on state-level activities—especially those created through statute, regulation or legislation—that facilitate access to transportation mobility for all military veterans, for all purposes.
